Singapore via Washington, D.C.

This cover was sent from Singapore to Washington in a diplomatic pouch bearing mail from foreign service personnel.

As is the general case, the covers bear the appropriate stamps from the originating country but are postmarked in Washington.
This cover bears 2 10c stamps from the perf 17½ x 18 issues from 1949-1952 (SG 22).*

The State Department Mail Room added a rubber stamp:
This article originally mailed  
    in country indicated by postage

There is also a stamp on the back which appears to be a dating stamp of some sort.
