Venezuela to France

Actually this stampless folded letter arrived in Calais
on its way to Bordeaux on today's date.
Frankly, I know very little about it.
It was routed per West Indies [packet].
Somewhere, probably on its arrival in France, it was marked GB 1F60C.
It also was marked with 8 probably indicating an amount due the English
packet.
I think this was too early for the GB to mean Great Britain.
The oval mark may be a source postmark or, more likely to my thinking,
a mark of the sender.
Can anyone else help in our understanding of this item?
