This cover postmarked Manila shows nothing really remarkable.
The slogan cancel is for the national lottery*:
BUY
NATIONAL LOTTERY
SWEEPSTAKES
TICKETS

The cover is franked with 16c Adm. William T. Sampson
from the 1917-1925 issue (Scott 296).

Note the 'VIA SUEZ' marking. 

Chur is in the Swiss Canton of Graubuenden.*
