This is a nice picture postcard posted in Callao, Peru.
(Although the CDS is not legible, I have an image of a similar picture
postcard from the same date which has a clear Callao datestamp.)
The destination was New York.

The postage rate of 4c was made using stamps from the 1907 issue:
two 1c yellow green and black Monument of Bolognesi and
one 2c red and violet Admiral Grau (Scott 168 and 169).

The picture shows an ornate victorian public building in Lima, the Institute of Hygiene.
