This is a commemorative postcard printed
for the Zeitz Courier.
The Zeitz Courier was a local post in Zeitz which is about 35 km south
southwest of Liepzig.
Hier translates a 'Here' providing evidence that the
delivery destination was within Zeitz.*
Commemoration of the turn of the century on January
1, 1900, was quite popular.
Even the German government got involved in the production of
souvenir cards.

This 5pf Germania postal card was given a favor cancel in Frankfurt
on New Year's Eve, 1899, in preparation for the new century.
This card was certainly the source of the design of the Zeitz local
card.
*Thanks to Bjorn Munch's post from the Austrian ski jumping
at Garmisch-Partenkirchen for straightening out Heir.
